Keynote Title:The Policy of Language Education Development and Chinese Language Teaching in Australia: Past, Present, Future & Challenges

Abstract: Australia’s community language education system stands out uniquely among all English-speaking countries. Its history dates back to 1847, when a German family in Adelaide started teaching their children German after school, marking the beginning of Australia’s diverse community language education.

Chinese language education in Australia boasts a long-standing history of 145 years. Latest research shows that Australia’s first Chinese school was founded in the gold rush city of Ballarat in 1881, 28 years earlier than the previously acknowledged Cantonese school established in Sydney in 1909, which rewrites the origin history of Chinese education in Australia.

Currently, Chinese has become the first most widely spoken non-English language in Australia. It ranks first among all Asian languages in terms of learner’s enrolments in both Australia schooling and community language education. As a prioritized Asian language supported by the Australian government, Chinese, together with Japanese, Korean and Vietnamese, forms the four major Asian languages receiving national emphasis.

Against the backdrop of innovation, digital and intelligent transformation in Chinese language education, this presentation centres on the history and current status of community language education and Chinese language teaching in Australia. Adopting an integrated approach of historical documentation, innovative perspectives, narrative review and in-depth analysis, it systematically sorts out relevant policies and legislative evolution of Australian community language education. This presentation further explores the status and development of Chinese in Australia’s national curriculum and community language education, and discusses recent developments including parliamentary public hearings on Asian language education, federal funding and top-level supportive policies, so as to fully review the evolution of Chinese education across the country.
